I have noticed every now and then, Vista's desktop does not refresh or update itself correctly after adding a folder shortcut or downloading a file to the desktop. The screen would go blank, and eventually return or the downloaded file would never appear on the desktop unless I forced a refreshed by right clicking on the desktop and select Refresh.
It seems that the mechanism for refreshing the desktop breaks or stops completely for no reason.
Finally, I came across a hotfix, published on Microsoft support web site, that corrects this problem. Microsoft states the problem occurs when "…a Windows Vista-based computer has been running for an extended period of time".
I installed the patch about three weeks ago and have not experienced any problems with the desktop not refreshing itself. Although I still have the occasional behavior with Vista rearranging icons on the desktop, which can be be fixed by restoring the desktop icon position layout.
The hotfix (KB932406) for resolving the desktop not refreshing properly, can be downloaded from Microsoft web site for both Windows Vista x32 based systems and x64 based systems. The hotfix may require a reboot.
Once the hotfix has been installed, you should no longer see the following symptoms:
- Parts of the screen may go black.
- Parts of the screen may become transparent.
- The toolbar may disappear.
- The toolbar may appear at the top of the screen instead of at the bottom of the screen.
In addition, folder shortcuts or files that you copy or download from the Internet and not appearing on the desktop, should also be corrected.
If you cannot reboot immediately after installing the hotfix, a work around for forcing Vista to update your desktop is to try refreshing the desktop (right click on desktop and click Refresh) or restart Windows Explorer shell process (without needing to reboot Vista).

Did you upgrade Vista from XP or are you running Vista Home Basic or Premium? It seems something is missing or it did not get installed for some reason. I checked on a computer that was upgraded from XP to Vista and msg.exe is missing, so something is up.
i did not upgrade from XP to vista. this is a fresh installation. and i did answer part of your question mate > "i m using vista home premium edition"
if its not included in vista home premium then i m okay. if not, microsoft is sure gonna hear from an unhappy customer.
A couple days ago I noticed that the Recycle Bin icon was not updating itself to show as "full" or "empty" without right-clicking on the desktop and choosing Refresh. I downloaded hotfix (KB932406 and installed it and rebooted, but the Recycle Bin icon still does not update itself without a manual refresh.
Any ideas?
wpcoe what happened to you is that you have a shortcut to recycle bin and not the recycle bin itself on your desktop (i just tried it to see if thats it and the shortcut doesn't update). The way to check is the bottom left corner of the icon has an arrow on it (means shortcut). The sad news is I have no clue as to where the original is…Good luck
@Smartik1
To display the recycle bin on the desktop…
- right click on the desktop and select personalize.
- look to the left pane near the top and click Change Desktop Icons.
- check the box next to Recycle Bin and click OK.
I tried the icon restore utility… I am running Windows XP Pro 2002 SP2…. I just had to reboot, and of course it rearranged all my icons again. I tried the icon restore, and it moved some of them closer to where they were, but there were still quite a few in different places than I originally had them… any other suggestions?
I know this hard way. Simply right click desktop->view select classic icons (default is medium icons. The wring icon will be self corrected.
Try to delete the $recycle folder in c:. first you will have to enable folder view to show hidden and system files. then delete the $recycle folder when you use the recycle bin again it will reinstall. this worked for me. Or there is a microsoft update to fix this but it told me that this update was not for my system. KB932406 is the update.
The simple fix is just to right click on VNC icon - Property and check mark "Low Accuracy (Turbo Speed)".
