Switching to Linux would be a great solution -- IF the user had no prior learning.
As a former Mac user, I switched over to Windows about eight years ago. The learning curve wasn't that steep, but I wouldn't want to do it again. I've tried a few Linux distros, and the fluency I've built up around XP is lost. It's frustrating that my existing knowledge doesn't allow me to do anything as quickly as I'm used to.
This means that any speed increase from the OS is more than countered by the speed decrease in the user -- meaning me.

I'm surprised I'm not the first person to say this but: "Try Linux". I dual-boot between XP and Ubuntu on my laptop. MY main reason is that Ubuntu just boots so much faster than Windows after 3 years.

You're right on so many points. Even if you reformat and reinstall (always a nightmare after this amount of time), by the time you've reinstalled all the software, patches, driver updates, security fixes etc etc you're right back where you started.

Ubuntu, for me, is great for the day-to-day stuff. The only things I use Windows for now are Movie Maker and the freebie Image Composition program from MS (the one that stitches photos into panoramas etc). Everything else I can do faster under Ubuntu.
