i was able to make a docking toolbar in windows vista or in xp but cannot do it in my recently insatalled os (windows 7)</description>

Here my 2 cents contribution

-Right click on the desktop
-Click New Folder ,as many folders as you need
-Rename folders as you please.Say Games ,Web ,Programing ,Maintenance,Office etc..
-Click drag and drop shortcuts into the new folders.Leave only the main shortcuts
on the desktop.
-Change Folders Icons for some pretty ones.
-If you please , create instant toolbars just dragging and dropping a folder into a desktop edge.
-Done
